Submit an Academic Petition or Appeal

Petition Letter: After graduating high school, I applied to Canadian universities in hopes of continuing my education in Canada and joining my family. After applying for my study permit in Spring 2021, it was denied and I asked Queens to defer my admission for a year so that I could reapply for a study permit. However, due to COVID-19, its related delays, and the created backlog in the IRCC processing applications, my second study permit application was delayed and my offer to Queen's University and the granted deferral expired.

In July 2022, when I initially enrolled in courses at Queens, I didn't think that my study permit would be so delayed that I could not attend in September 2022, so I enrolled in courses hoping that I will get my answer before September 2022. However, I soon realized that I would most likely not make it to Queens in time and before my offer expiry date (Fall 2022), so I decided to change my DLI on my study permit to York University. As per my acceptance letter to York dated July 19, I was accepted a day after enrolling in courses at Queens and changed my DLI to give my application more processing time as recommended by my immigration consultant.

I didn;t realize at that time that I did in fact enroll in courses at Queens and was no longer in deferred standing. I was hoping to secure a spot in classes required for my program when I enrolled. I mistakenly assumed that Queens would unenroll me from those courses since I was not legally allowed to attend Queens and changed my DLI. My study permit was granted well into the fall semester at Queens, on October 22, 2022, as per the IRCC passport request letter, and I was able to attend YorkU in the winter semester. I have attached my YorkU transcript and confirmations of enrollment for your reference. I want to emphasize that if I knew I would not be automatically unenrolled after my DLI change, I would have dropped the courses myself, as I knew that I could not attend because I had changed my DLI and my study permit had not yet been granted yet.

On May 15, 2023, I decided to check if my SOLUS account had been closed since I assumed that I was no longer in the program and found out that I am still enrolled in those courses and have outstanding charges.

If I had seen any prior communication about my outstanding charges and enrollment status on my personal email, I would have promptly dropped/withdrawn from those courses myself. I want to emphasize that I am currently enrolled and actively studying at York University. However, I am facing financial constraints that make it impossible for me to afford the student fees at Queens while simultaneously covering my tuition fees at York University.

I understand that there are policies and procedures in place regarding enrollment in courses, and I would greatly appreciate it if you could review my request with compassion and empathy. If you require any additional documentation or information to support my case, please let me know, and I will promptly provide it. I genuinely value the education provided to me in Canada and sincerely hope for a favorable resolution that will allow me to continue pursuing my academic goals.
