Petition Letter

Petition Letter: I am submitting this formal petition under the Late Course Drop Category , but I want to clarify I am formally requesting the complete removal of course ANAT 100 from my transcript and not just a late withdrawal. This request is due to administrative errors that prevented me from being able to withdraw in a timely manner despite my repeated attempts. After receiving a letter around April 1, 2024, I have repeatedly contacted various Queen’s offices, seeking guidance on my registration and appeal options, but I was consistently misdirected, ignored, or given incomplete information until after the September 8, 2024 deadline had passed.

Summary of Administrative Errors and Negligence:

Failure to Respond to My Withdrawal Requests (2022)
Despite leaving multiple voicemails for the Admissions office with my name and student ID prior to and on September 18, 2022, requesting to be registered as full time (in order to have any kind of financial assistance as per the financial aid office) or would need to drop the course, your office never responded to confirm or process my withdrawal.
The lack of response left me in limbo—I presumed I would eventually receive a call back with instructions. However, your failure to follow up directly prevented me from participating in the course as I had no tuition assistance, nor did I receive any guidance from your office.
In one of my emails, I also mentioned that I had to suddenly move due to safety concerns, requiring me to file a Fear for Safety form. This further complicated my ability to follow up, yet it remained your office’s responsibility to provide proper guidance—something you failed to do.


Misdirection and Lack of Appeal Information (2024)
After receiving a letter from Queen’s on March 27th dated 13th, I contacted Accounts Receivable as instructed. Despite multiple inquiries, I was never informed that my case was outside their jurisdiction, nor was I provided the correct appeal link until September 9—one day after the deadline had already passed.

Throughout my correspondence, I was expecting someone from the offices to assist in appealing this matter or at the very least provide proper guidance on how to do so. However, no one took responsibility for ensuring I was given the necessary information or directed to the appropriate process. Only after the Vice President was included in the email thread was I finally provided the appeal link on Sept 9th – but by then, the deadline had already passed. This failure to provide timely and accurate guidance once again directly impacted my ability to take appropriate action.

To avoid another situation such as in 2022, when my inquiries were ignored, I made sure to switch to electronic documentation via email to have proof of my attempts to get assistance. Even with written records, I was given contradictory and confusing responses, including being told by Admissions that I was admitted again with no resolution offered for the original issue.

Unfair Pressure to Make Payment Instead of Providing Appeal Options
Rather than being directed to an appeal process, I was pressured into making a payment on September 10, as I was led to believe it was my only option to avoid further issues with collections affecting my credit report.

By the time I was finally given the correct appeal link, it was already too late to submit an appeal, leaving me with no choice but to pay for a course I had attempted to withdraw from since 2022- and within 2 weeks of start of the course I did not participate in but attempted only the exam portion anticipating difficulty with your office as apparent and evident.


Failure of Admissions and Financial Aid to Provide Support:
Despite my repeated emails and calls, Admissions, Financial Aid, Account Receivables were either unresponsive or unable to provide any guidance regarding my registration concerns.
I even inquired about paying out-of-pocket to obtain phone records from Rogers to prove that I had left messages, yet your offices still failed to take any corrective action.


Financial & Emotional Impact of Administrative Failure
This situation has not only resulted in an unfair financial burden but has also had lasting consequences on my credit and financial well-being.
• When the course began, I immediately discovered I would receive no financial assistance. The Financial Aid Office confirmed that they could not help me in any way and that my only option was to contact Admissions and be registered full-time.
• I did my part—I left two detailed voice messages with Admissions within two weeks of starting the course, yet they never responded or took action.
• As a result, I was not properly enrolled or registered, and when your office failed to process my withdrawal request, I was charged for a course I was unable to attend—which was then sent to collections, further damaging my credit score, impacting my credit cards, and increasing my interest rates.
This entire process has placed me under immense financial and emotional duress. I had already communicated my severe financial hardship in previous correspondence, yet your office failed to take any action to correct the mistake or offer support.


Request for Resolution
Due to these ongoing administrative failures and the fact that I was denied the opportunity to withdraw or appeal before the deadline through no fault of my own, I am formally requesting:
• A complete removal of ANAT 100 from my transcript, as I was never properly enrolled, and my withdrawal request was not processed due to administrative negligence
• A full refund of the $661.52, which I was unfairly required to pay due to this mishandling to prevent credit reporting
• A request to remove this charge from collections and correct the negative impact on my credit report caused by your office’s administrative errors.

I have attached copies of my email correspondence, proof of payment, and supporting documentation to verify my claims. Given the clear systemic failures that led to this situation, I trust the Petitions and Appeals Committee will act fairly in ensuring a resolution that reflects the circumstances.

Academic Plan: Should my petition be granted, my plan for academic success includes the following steps:

Proactive Course Enrollment & Clear Communication: I will ensure that I have direct confirmation from Queen’s administrative offices regarding my course registration, withdrawals, or financial assistance before the start of any term. I will keep detailed email records of all correspondence to prevent miscommunication.

Financial Planning for Future Courses: Given that my financial situation was a key factor in this issue for taking a course as an Interest student, I will ensure that I fully understand my eligibility for financial assistance before enrolling in future courses. If I require financial aid, I will verify eligibility and registration status early to avoid last-minute issues.

Seeking Advising Support: I will consult with an academic advisor before finalizing my enrollment each term to ensure I am making informed academic choices. Additionally, I will reach out to the proper channels for guidance if I encounter any future administrative concerns.

By implementing these measures, I am confident that I will be able to successfully manage my academic progress while avoiding similar administrative issues in the future.
