Petition Letter: As a senior student majoring in Applied Economics (Expected Graduation: Summer 2025), I hereby formally request permission to complete my remaining degree requirements through external course enrollment due to policy conflicts.
According to Program Option 2.E requirements, I must complete 12.00 units from APEC_Options and/or ECON courses at any level. To date, I have fulfilled 9.00 units, leaving 3.00 units to be completed during the Summer 2025 term.
The APEC_Options courses offered this summer all require cross-faculty enrollment. However, per Queen's University policy, I have already reached the 6.00-unit maximum for cross-faculty courses through GLPH271 and GLPH471. As a result, enrolling in additional APEC_Options courses would render the credits ineligible due to policy restrictions, jeopardizing my planned graduation timeline. Furthermore, no ECON courses that meet my remaining requirements are offered at Queen’s during the summer term.
These dual constraints—policy limitations and course unavailability—have created a barrier to completing my degree through conventional pathways. Therefore, following consultations with Professor Michael Barber, Undergraduate Chair of the Department of Economics, and academic advisor, I am requesting permission to petition for enrollment at an external institution to fulfill my remaining credit requirement.

Academic Plan
Academic Plan: To successfully complete my remaining 3.00 units and ensure my graduation as planned in Summer 2025, I intend to enroll in ECON 365 (Economics of Underdeveloped Areas) at San Diego State University. I have thoroughly reviewed the course content, and this course appears to be equivalent to ECON 239 (Economic Development) at Queen’s University. This course meets the requirements of Program Option 2.E and complies with Queen’s University’s credit transfer policy. If this course is not deemed equivalent to ECON 239, I will seek alternative courses that fulfill my graduation requirements to ensure the timely completion of my degree.
