Petition Letter: Dear President of Queen’s University,

I respectfully write to bring to your attention an ongoing matter that has caused significant disruption to my academic life and personal well-being.

On December 13, 2025, I once again received a telephone call from a debt collection agency acting on behalf of Queen’s University, requesting payment of alleged outstanding charges.

Prior to this, in July 2025, I received an email directly from Queen’s University regarding the account. Upon receiving that email, I promptly sought clarification and provided an explanation of my circumstances to the University. Subsequently, in November 2025, the collection agency contacted me by telephone for the first time. Despite my continued efforts to explain the situation and seek verification from Queen’s University, collection calls have continued, causing repeated distress and confusion during my studies and daily life.

As this matter remains unresolved, I respectfully seek your assistance. I kindly request that the University coordinate an immediate suspension of all collection activities and conduct a substantive institutional review of my student status and the associated charges.

The relevant facts are outlined below.



1. Admission and Study Decision

I received an offer of admission from Queen’s University and completed preliminary course selection through the university system. This course selection was indicative and preparatory in nature, and did not constitute formal registration or enrolment.

Subsequently, I also received a formal offer of admission from The University of British Columbia, Okanagan (UBCO). After careful consideration, I chose to enrol at UBC Okanagan, where I completed formal registration, paid tuition, and have been continuously studying as a full-time student. I remain sincerely grateful for the admission opportunity extended to me by Queen’s University.



2. Absence of Formal Student Status at Queen’s University

Throughout this process:
      •     I did not formally report to Queen’s University, nor did I pay tuition or ancillary fees to the University;
      •     I was not formally recorded as an active, enrolled student for academic instruction or student administration;
      •     I sought guidance from my high school administration regarding my situation. I was advised that, as I had not enrolled or commenced studies at Queen’s University, and had instead formally enrolled at UBC Okanagan (UBCO), I was not considered to be studying at Queen’s University and would not be required to pay any fees to Queen’s University;
      •     I never entered the Queen’s University campus, never attended any classes, never accessed campus or academic facilities, and did not study at Queen’s University in any capacity.



3. Student Status Based on Actual Attendance and Participation

Based on the circumstances described above, I respectfully submit that a substantive student–university relationship was never established in practice. I did not formally enrol, did not commence studies, and did not participate in any academic activities or receive educational services from Queen’s University.

I therefore kindly request that my situation be reviewed based on the actual circumstances of attendance and participation, rather than system-generated records alone.



4. Concerning the Collection Activities

Queen’s University is a highly respected and distinguished institution, widely recognized for its academic excellence and commitment to student education and well-being. It is therefore difficult to reconcile the current situation with the University’s longstanding values and practices.

In circumstances where an individual has never formally reported, never been academically managed, never received instruction, and has not been engaged in any educational activities over an entire academic year, it would not reasonably reflect the spirit or intent of a university’s educational mission to assess full tuition and related fees.

For this reason, I sincerely believe that the involvement of a collection agency in this matter arises from a misunderstanding or administrative oversight, rather than from any deliberate action by the University.

While this matter remains under review, continued collection activities have caused undue psychological stress and have materially interfered with my ability to focus on my current studies.

Accordingly, I respectfully request that Queen’s University:
      1.    Conduct a thorough institutional review of my student status and the related charges;
      2.    Immediately suspend and withdraw all collection activities during the review process;
      3.    Coordinate internally to resolve this matter in a fair and accurate manner.



5. Supporting Documentation

I have enclosed, and am prepared to provide upon request, documentation confirming my actual enrolment and studies at UBC Okanagan (UBCO), including but not limited to:
      •     Official enrolment verification
      •     Tuition payment records
      •     Campus housing documentation
      •     Student loan documentation



I sincerely appreciate your time and consideration of this matter. I respectfully trust that Queen’s University will address this issue with fairness, accuracy, and compassion toward a student who has acted in good faith throughout the process.

Thank you for your attention. I look forward to the University’s guidance and resolution.
