Petition Letter

Petition Letter: Student: Baicun Wu
Student Number: 20304715
Program: Bachelor of Arts Honours, Philosophy

I am writing to request approval for an additional Letter of Permission (LOP / ILOP) so that I can complete the final remaining requirement for my BA (Honours) in Philosophy.

According to my degree plan, I have completed 12 of the required 15 units of PHIL at the 200-level or above, and I only need one more 3.0-unit PHIL course to graduate.

My academic advisor has confirmed that I have already used 6.0 units of LOP, so any further external study requires a petition. She also confirmed that if my current grade review is not approved, Queen’s is unlikely to offer PHIL courses during the summer, which means an LOP would be the only available way for me to complete this requirement and graduate.

This situation could not have been reasonably planned for. My academic path was affected by serious extenuating circumstances during my first year, when I was subjected to a prolonged telecommunication fraud scheme that caused significant psychological distress and severely disrupted my studies. These circumstances were formally recognized by Queen’s at the time through approved academic petitions and late drops. As a result, my program progression has not followed a normal timeline.Because of this, I entered my Philosophy program later than a typical student, and I effectively had to complete nearly four years’ worth of program progression within three academic years. Despite this, I was able to reach the final stage of my degree and complete nearly all major and elective requirements.

In the current term (Winter 2026), one of my Philosophy courses (PHIL 378) is under formal grade review because the final paper was given a grade of zero. I have followed all required steps and have been advised that the matter must now go through Academic Senate. Because this outcome is uncertain and outside my control, I need a contingency plan to ensure that I can still complete my degree if the review is not successful.

I am very close to graduation and am currently holding graduate-level offers that depend on timely degree completion. Without an additional LOP, I could be forced to delay my graduation by a full year despite needing only one remaining course.

For these reasons, I respectfully request approval for an additional Letter of Permission so that I may complete my final PHIL requirement and graduate on schedule.

Thank you for considering my request.

Academic Plan

Academic Plan: If my petition is approved, I will complete my final remaining 3.0 units in Philosophy through an approved Letter of Permission and graduate immediately upon successful transfer of the credit.

My academic situation is now stable. The extenuating circumstances that affected my earlier studies (telecommunication fraud and related psychological distress) occurred several years ago and have been resolved. I am currently able to study full-time and complete academic work on schedule.

My plan is as follows:

1. I will register in one approved PHIL course at the 200-level or above at a host institution once LOP permission is granted.
2. I will confirm pre-approval of the course with the Queen’s Philosophy Department before enrolling.
3. I will focus solely on this one course to ensure full attention, timely submission of all work, and successful completion.
4. I will immediately request transfer credit back to Queen’s once the final grade is released.

In parallel, I am continuing to pursue the formal grade review for PHIL 378. If that review is successful, I may no longer require the LOP. However, because the outcome is uncertain and Queen’s does not normally offer PHIL courses in the summer, this LOP is necessary as a contingency plan to ensure timely degree completion.

This academic plan allows me to complete my program in a controlled and focused way and prevents unnecessary delay in graduation.
