Appeal Grounds
Appeals to the Board of Studies must include a letter based on one or more of the Grounds for Appeal (Appeal Regulation 3.4). What are the grounds you are basing your appeal on?
- The Associate Dean's decision did not follow the rules of procedural fairness. A breach of procedural fairness includes such things as the Associate Dean failed to:
- Make a reasonable decision in your appeal. A “reasonable” decision is one that is based on evidence, thought out and supported by facts and logical inferences from the facts. To be reasonable, the decision must contain adequate reasons for the conclusions.
Appeal Grounds Details: The Associate Dean’s decision did not follow the rules of procedural fairness. The decision was not reasonable because it did not adequately consider the combined impact of my mental health overwhelm, financial stress from the OSAP denial, the new lease commitment, and the Senate Sanction Block hold that prevented me from dropping courses during Fall 2025. These circumstances directly affected my ability to perform academically and make timely decisions, but this was not sufficiently weighed in the original review.
Appeal Letter
Appeal Letter: I am appealing the Associate Dean’s decision of June 29, 2026 (Submission #14438) to deny my petition to waive the Requirement to Withdraw.
In Fall 2025, I experienced severe mental health overwhelm and anxiety that started around August 2025 and lasted through the entire term. This was triggered by my OSAP funding being denied, with key responses received on August 6 and September 15, 2025. At the same time, I signed a new lease for an apartment in Kingston on August 20, 2025, with a rent of $1,250 per month. This created immediate and significant financial pressure. In early October 2025, a Senate Sanction Block hold was placed on my account for an unpaid balance of $9,110.23. These holds prevented me from dropping or adjusting my courses and even from viewing my transcript. Whenever I tried to make changes, the system redirected me back to the holds page. The combination of the sudden loss of funding, the new housing commitment, the administrative holds, and the resulting mental health overwhelm made it extremely difficult to focus, manage my workload, and make timely academic decisions. I was too unwell to take the necessary steps to drop courses at the time. I did not seek mental health support during that period because I was overwhelmed and did not know how to access help.
My first appeal was denied primarily due to a lack of professional documentation confirming the impact of these circumstances. The Associate Dean acknowledged my mental health challenges and financial stress, but concluded there was insufficient evidence to show how these factors affected my academic performance or my ability to drop courses by the deadlines.
Since the denial, I have taken concrete steps to address this gap. On July 6, 2026, I met with Care Support Services, and they provided a letter of support for my petition to waive the Requirement to withdraw. I have also booked an appointment with an Academic Advisor and emailed Financial Aid to request a virtual meeting to assist me with my OSAP application process this year and better understand my financial options. I plan to petition to drop all my failed courses from Fall 2025 and Winter 2026, and to request Credit Standing in ASCX 150, CISC 121, and MATH 121 from Winter 2026 due to extenuating circumstances. Care Support Services has indicated they will provide documentation to support these petitions.
If the appeal is granted, I plan to follow a staged return with a full load in Fall 2026 and controlled progression in Winter 2027. I am committed to using Queen’s support services (Student Wellness, Care Support Services, and Academic Advising) and balancing my new job responsibilities with my studies responsibly. I have already developed better habits such as completing assignments earlier, maintaining consistent weekly study schedules, and using detailed planners to stay organized. These changes, combined with the support I am now accessing, give me confidence that I can succeed.
I respectfully ask the Board of Studies to overturn the decision and grant the one-year RTW waiver. Thank you for your review.
