Petition Letter: Dear Dr. Dorit Naaman,

My name is Tami Sakariyas-DE, and I am a student in the Faculty of Arts and Science. I am
writing to respectfully petition the Requirement to Withdraw decision due to significant
extenuating circumstances beyond my control that have affected my academic
performance. This letter outlines the nature and timing of these circumstances, their
impact on my academic performance, and my plan for future academic success.

My academic difficulties are the result of ongoing family circumstances that began in Fall
2021 and continued over several years. During this time, my grandmother was diagnosed
with cancer and moved into our home, where my father became her primary caregiver.
Around the same period, our home experienced a major basement flood shortly after
moving into a bungalow, which required extensive repairs over approximately two years.
These events resulted in a prolonged period of instability within my household, including
increased financial stress, limited living space, and ongoing family responsibilities.
These circumstances affected my ability to maintain consistent academic routines over
time. The instability at home made it difficult to focus, establish structured study habits,
and maintain consistent academic performance. This impact continued into my university
studies.

When I began my studies at Queen’s University in Fall 2025, I experienced continued
difficulty maintaining academic consistency. Despite my intention to improve
academically in a new environment, I now recognize that I had not fully recovered from the
cumulative stress and instability of previous years. As a result, I struggled throughout both
the Fall 2025 and Winter 2026 terms to meet the academic demands of my courses, which
is reflected in my academic performance.

Although my academic performance was affected, I remained engaged in the university
community. I participated in student organizations including AMS and CESA and received a
first-year Concurrent Education award. I also attempted to access academic support
through the Bounce Back tutoring program, but ongoing engagement was not sustained. I
recognize that I should have been more proactive in seeking and maintaining academic
support when challenges continued.

My academic performance in Fall 2025 and Winter 2026 does not reflect my academic
ability or commitment, but rather the cumulative effect of prolonged external stress and
unresolved challenges that affected my ability to perform consistently.

Since receiving the Requirement to Withdraw decision, I have begun taking steps to
address these issues. I attended a walk-in clinic regarding the effects of prolonged stress
and was advised to complete follow-up medical testing. I am also in the process of
obtaining additional documentation where possible.

I respectfully request that the Requirement to Withdraw be waived and that I be permitted
to continue my studies. I am committed to demonstrating academic success under
improved structure, support, and stability.

Academic Plan

Academic Plan: If permitted to return to my studies, I will implement a structured and realistic academic
plan focused on rebuilding academic stability and ensuring consistent performance.

I will begin by working closely with Academic Advising to develop a manageable course
load. I understand that taking a reduced course load is necessary to allow me to rebuild
academic foundations and avoid becoming overwhelmed. I will prioritize academic
stability over program progression speed.

I will also engage early and consistently with Student Academic Success Services
to access academic support resources such as study skills development, writing support,
and learning strategies. I will use these supports proactively throughout the term rather
than waiting until academic difficulties arise.

In addition, I will explore academic accommodations if appropriate and ensure I am
registered with any necessary support services to assist with learning and academic
workload management.

I will implement a structured weekly study schedule that includes dedicated study blocks
for each course, advance planning for assignments, and regular review of course material.
I will also make consistent use of office hours and instructor support to address difficulties
early.

I will actively monitor my academic progress throughout the term and seek support
immediately if I notice any decline in performance, rather than allowing issues to
accumulate.

My living situation will also support academic success, as I will be living in a quieter and
more structured student housing environment that will allow for improved focus,
consistency, and routine.

Through these measures, I am committed to developing sustainable academic habits and
ensuring that I am able to succeed if granted the opportunity to return to my studies.

  • The Associate Dean's decision did not follow the rules of procedural fairness. A breach of procedural fairness includes such things as the Associate Dean failed to:
    • Make a reasonable decision in your appeal. A “reasonable” decision is one that is based on evidence, thought out and supported by facts and logical inferences from the facts. To be reasonable, the decision must contain adequate reasons for the conclusions.
Appeal Grounds Details: I am appealing on the grounds that the decision was made without the benefit of additional supporting documentation that I am still actively trying to obtain. I acknowledge and respect the Associate Dean’s decision and appreciate that the concerns identified were specifically related to the need for documentation demonstrating how my circumstances affected my academic performance and my ability to make academic decisions during the Fall 2025 and Winter 2026 terms.
I am not appealing because I believe the Associate Dean failed to consider my circumstances. Rather, I am appealing because I am continuing to seek the additional documentation identified as necessary in the decision letter, which may provide further evidence regarding the impact of my circumstances on my academic functioning. The delay in obtaining this documentation has been outside of my control, as the social worker involved with my family’s case is currently on unexpected leave.
The documentation I am attempting to obtain is intended to provide further context regarding the timing, duration, and impact of the family circumstances described in my original petition, including how these circumstances affected my ability to manage my academic responsibilities during the relevant academic terms. I respectfully request that the Board consider my appeal in light of the fact that relevant supporting information was not available during the original petition review but is currently being obtained.

I am writing to appeal the decision of the Associate Dean (Academic), Dr. Dorit Naaman, regarding my petition to waive the Requirement to Withdraw for One Year. I would like to begin by acknowledging that I understand and respect the reasoning behind the Associate Dean’s decision. I appreciate that my circumstances were carefully reviewed and that the decision identified the specific area where further information was needed, particularly documentation demonstrating the connection between my circumstances, my academic performance, and my ability to make academic decisions during the Fall 2025 and Winter 2026 terms.
I am not appealing because I believe the Associate Dean failed to consider my circumstances. Rather, I am appealing because I am still actively working to obtain the additional supporting documentation identified as necessary in the decision letter. I believe this documentation will provide further context regarding the circumstances described in my original petition and address the concerns raised regarding timing, impact, and duration.

I understand why this information was necessary and appreciate the importance of having documentation that clearly demonstrates this connection.
Since receiving the decision, I have continued efforts to obtain additional supporting documentation from relevant professionals. Specifically, I am attempting to obtain documentation from the social worker who was involved with my family’s case. Unfortunately, there has been an unexpected delay in obtaining this documentation because the social worker is currently on leave. This delay has been outside of my control and has prevented me from providing the additional documentation within the original petition process.
The purpose of obtaining this documentation is to provide further evidence regarding the circumstances described in my petition, including their impact and how they affected my academic functioning during the Fall 2025 and Winter 2026 terms. The absence of this documentation at the time of my petition submission was not due to a lack of circumstances or unwillingness to provide evidence, but rather because I was unable to access this professional documentation within the required timeframe.
I also recognize my responsibility as a student and understand that seeking academic support earlier would have been beneficial. Since receiving the Requirement to Withdraw decision, I have taken steps to address the factors that contributed to my academic difficulties. I attended a walk-in clinic regarding the effects of prolonged stress and have been advised to complete follow-up medical testing. I am also continuing to seek appropriate supports and develop strategies to ensure future academic success.
If granted the opportunity to continue my studies, I am committed to following a structured academic plan, including working with Academic Advising, utilizing Student Academic Success Services proactively, maintaining consistent study routines, and seeking support earlier when challenges arise.
I respectfully request that the Board of Studies consider my appeal in light of the additional documentation I am currently working to obtain and the circumstances that have delayed its availability. I am grateful for the opportunity to provide further context and respectfully ask that my petition be reconsidered once this additional information is available.

I plan to submit additional documentation at a later date: I am currently awaiting additional supporting documentation from relevant professionals who can provide further information regarding the family circumstances described in my original petition and their impact during the Fall 2025 and Winter 2026 terms.
The social worker who was involved with my family’s case is currently unavailable and is not expected to return until the end of the month. This has delayed my ability to obtain documentation from the individual most familiar with the case. However, I have also reached out to other appropriate contacts within Family and Child Services to explore whether supporting documentation can be obtained sooner.
The requested documentation is intended to address the concerns identified in the Associate Dean’s decision letter by providing further context regarding the timeline, duration, and impact of the circumstances described in my petition, including how they affected my academic functioning.
I will submit any additional documentation as soon as it becomes available.
