Submit an Academic Petition or Appeal

Petition Letter: I appeal to waive the 21-day deadline of appealing to waive the requirement to withdraw for one year. I received an Email including the information that I am required to withdraw for One year on May 22nd and it says there is a 21-day deadline to appeal for it. At the time I received the Email, there was extenuating circumstances out of my control: I was in China which is nearly impossible to have access to any foreign websites including Queen's homepage and Queen's Email due to government's policies so I could not read nor see the Email(I can be writing this appeal only because I am using proxy tool that was licensed few days ago). I know it is very late to appeal but I have no other choice at the moment. Thank you.
