Decision Letter

Appeal Number: 3117
Decision Date: March 31, 2017
Associate Dean: Sue Blake
Student Name: MoZhu (Laura) Li
Student Email: 13ml94@queensu.ca

Dear Ms. Li:

I have carefully considered your appeal to drop PHIL 335 (F 2016), PHIL 329 and PHIL 351 (W 2017) past the academic deadline as well as your request to appeal courses from the 2015 Fall term. After reviewing your file, my decisions are as follows:

1. I will grant your request to drop PHIL 335 (F 2016), PHIL 329 and PHIL 351 (W 2017) past the academic deadline.

Moving forward, you must take responsibility for carefully monitoring your progress in your courses and dropping them within the academic deadlines if you choose to continue your studies before the legal issues are resolved. Please consult the Faculty Office (613-533-2470) for information and academic advice.

Note that any change in academic registration may impact government or private-firm student financial assistance eligibility and/or funding. Please consult with the Student Awards Office, Office of the University Registrar, Gordon Hall, to understand the potential implications of changes to course or program registration and/or the consequences of not successfully completing the required course load.

2. I must deny your request to submit an appeal to drop courses late and receive Credit standing in courses from the 2015 Fall term.

The appeal timeline is in place to give students sufficient time to respond to an academic decision. The one term timeline offers students time to seek academic counseling, to write up and submit an appeal, and to collect the supporting documents necessary to the appeal. Further, the appeal timeline is in place to ensure that decision making takes place in a timely manner, allowing students to continue in their academic programs without ongoing concern for unresolved matters.

Exceptions to this regulation can only be granted in cases where extenuating circumstances beyond a student's control render the student unable to appeal within the specified timeline. The student must be able to show that the extenuating circumstances were ongoing. The student must also be able to demonstrate that these circumstances prevented the student from acting between the time the original decision was received and the time at which the appeal was eventually initiated. An appeal of this type should include a presentation of the specific reasons for a delay and should include any document which support the reasons for delay. There is no explanation presented in your letter as to why you were not able to appeal your 2014 fall term courses between then and now. Your file shows that you submitted an appeal in September 2016 asking for Credit and Aegrotat standing in courses from the fall/winter 2015/16 and winter 2016 terms which demonstrates that you were capable of making this appeal relatively soon after the deadline. Without any documented extenuating circumstances to explain why you were not able to appeal your Fall 2015 courses during the time of your previous appeal, I cannot reasonably waive the deadline.

If you wish to appeal the Associate Dean€™s decision to the Board of Studies, you must submit an appeal to the Board of Studies within 21 days of the date this decision was sent. Guidelines for appealing to the Board of Studies and the appeal form can be found at: http://www.queensu.ca/artsci/students-at-queens/academic-appeals (click on €œBoard of Studies€) Do not use the on-line application for this process. You may contact Mr. Harry Smith, Office of the Ombudsman for advice on matters of procedure and on obtaining a representative. His office is located in room 421 Robert Sutherland Hall and he can be reached by phone (533-6495) or e-mail (ombuds@queensu.ca).

Sincerely,

Sue Blake
Assistant Dean (Studies)
