Dear Michael Edwards,
On Thursday, March 31st, the Board of Studies (Board) reviewed your appeal of Associate Dean (Academic) Jill Atkinson??s decision to deny your request for an Extension of the Deadline to Submit Incomplete Work or to Complete a Deferred Examination in CHEM 281 (Fall 2020) and BCHM 270 (Winter 2021). This appeal included a memo to the Board from Acting Associate Dean (Academic) Jill Atkinson and a memo from Associate Dean (Academic) Jenn Stephenson. Board members present that day were Johanne Bénard (Chair), Scott-Morgan Straker (Faculty member), Ivan Dimitrov (Faculty member), and Tiffany Yung (Student representative). As you are aware, you also attended a portion of the meeting along with the current Associate Dean (Academic), Jenn Stephenson. Pamela Briand (Arts and Science resource staff) was also present.
After you and Dr. Stephenson left the meeting, the Board carefully considered the information from the oral statements along with the written submissions contained in the file. After this deliberation, the Board voted to uphold the Associate Dean??s decision to deny your appeals, finding it reasonable in light of the Faculty??s regulations and your academic record.
The Board sympathizes with your situation. Nonetheless, we agree with the Associate Dean that in the period of the extension of the initial Incomplete (between May and August 2021), there is no clear indication in the documentation of new extenuating circumstances that are distinct from previous chronic conditions to be managed via accommodations. We also agree with the Associate Dean that, in these two courses, you have been accommodated appropriately with multiple chances to write the outstanding deferred exams.
We recognize the importance of this decision to you and want to assure you that every effort was made to explore all aspects of your appeal through discussion of your file.
In April 2021, the Queen??s University Senate released a new appeals policy, which you can read here: https://www.queensu.ca/secretariat/policies/senate/student-academic-appeals-policy. According to this new policy, the Board of Appeals is the last step in the appeal process for this matter since your ability to progress to the next level has not been affected by this decision. Please also note that Student Academic Appeals Policy (SAAP) or Rules of Procedure for USAB are Queen??s University Senate approved appeal policies. In the event that an inconsistency arises between these policies and Arts & Science regulations, SAAP and USAB will supersede.
