I have carefully considered your petition to take more than 6.0 units of courses on an International Letter of Permission during the 2023/2024 academic year. After reviewing your file, I have decided to deny your request.
The Academic Petitions and Appeals Regulation 1.1 at https://www.queensu.ca/academic-calendar/arts-science/appeal-regulations/ stress that petitions and appeals are only granted where there are significantly extenuating circumstances, which would merit the waiving of a particular Faculty regulation or decision. Extenuating circumstances normally involve a significant physical or psychological event that is beyond a student’s control and debilitating to their academic performance. The integrity of Arts and Science transcripts in general would be greatly diminished if the Faculty were to effect changes to students’ records without clear and compelling documentation indicating that the student’s performance was significantly compromised by circumstances beyond their control.
I am sympathetic to your situation and understand that this is a difficult decision, however your petition didn’t demonstrate to me that taking 9.0 units of electives at another institution is necessary for your degree. Appeal and Petition Regulation 3.3.1.7 is clear that a “student’s petition should directly address how courses taken at another university are necessary due to extenuating circumstances or how these courses present an exceptional academic opportunity.” I want to remind you that Queen’s offers a variety of courses that you can take as electives including online courses offered through Arts and Science online.
As upper year students are eligible to transfer up to 6.0 units of courses from another institution per academic year, you may want to consider applying for 6.0 units of electives at Soochow University for the 2023 Fall term. Please connect with the International Programs Office for information about that process.
