Valid characters are numbers, letters, and underscores. The machine name is used to refer to this item in code and should not be changed once it has been set. Only change this if you're sure you know what you're doing.

If providing multiple addresses, separate them with commas.
If the student who submitted the relevant request indicated that they're a Con-Ed student, send a copy of this notification to Con-Ed.
Send a copy of this notification to the student's file. Note that in order to be processed, emails sent to the student's file have to have the student number in the subject field, so a separate email is generated and sent (as opposed to just adding a CC or BCC recipient).
