Petition Letter: Dear Associate Dean,
I am writing to humbly request approval to enroll in external summer courses through the International Letter of Permission (ILOP) program in Summer 2025. This request stems from extraordinary circumstances that significantly disrupted my academic progress earlier in my studies, coupled with the limited availability of suitable courses offered through the Faculty of Arts and Science during the summer term.
In January 2022, I was among the first wave of individuals infected with the Omicron variant of COVID-19. Upon returning to China, I was hospitalized in a temporary medical facility (方舱医院), where strict protocols were enforced. Although my courses were delivered online at the time, all my electronic devices, including my computer and iPad, were confiscated. This left me unable to complete or submit assignments, resulting in failing grades in Drama100 (F), Film110 (D), Fren107 (F), and Socy122 (F). The situation was entirely beyond my control. During my hospitalization, I underwent daily medical procedures such as blood tests and injections, leaving me with no means to participate in my coursework.
The academic consequences of these challenges were profound. My low grade in Film110 prevented me from entering the Film major as planned in my second year. As a result, I was limited to taking Film courses that did not require Film major status, further delaying my progress in pursuing my academic goals. However, I was determined to recover from this setback. In Fall 2022, I retook Film110 and successfully passed it, and by the end of Winter 2023, I had significantly raised my GPA, lifting the academic probation that had been imposed.
Since then, I have worked tirelessly to rebuild my academic record and make steady progress. By Winter 2025, I will have completed all the required courses for my Film major. However, I still need 9 elective credits (three courses) to fulfill my graduation requirements. After reviewing the Summer 2025 course offerings from Arts and Science Online, I found that they do not include courses that meet my academic needs. As such, enrolling in external courses through the ILOP program is crucial for me to complete my degree in a timely manner.
The challenges I faced during the 2021 Fall–2022 Winter academic year were entirely unforeseen and beyond my control. I am deeply grateful for the opportunities I have had to recover and improve my academic standing. I hope that my resilience and determination to overcome these obstacles reflect my commitment to my education and future.
While I have not included my hospitalization records with this petition, I would be happy to provide them if needed to verify the circumstances I have described.

Academic Plan: If my petition to enroll in external summer courses through the International Letter of Permission (ILOP) program is approved, I have a clear plan to complete my remaining credits and graduate successfully in a timely manner.
Currently, I require 9 elective credits (three courses) to fulfill the graduation requirements for my Film major. I have reviewed the Faculty of Arts and Science Summer 2025 course offerings, and unfortunately, they do not align with my academic needs or interests. To address this, I plan to enroll in three external courses from a recognized institution that match the elective requirements of my program. These courses will be carefully selected to ensure they meet Queen’s University’s transfer credit criteria and contribute directly to my degree completion.
I am committed to maintaining my academic performance while taking these external courses. Over the past two years, I have demonstrated my ability to overcome challenges and succeed academically, as reflected in my improved GPA and successful entry into my Film major. I have also developed effective time management and study strategies, which I will apply to my summer studies.
To ensure my academic success, I will:
Consult with an academic advisor to confirm the eligibility of the selected external courses and ensure they fulfill my elective requirements.
Monitor my workload and maintain consistent effort to complete all course requirements on time and to the best of my ability.
Stay in communication with Queen’s University and the external institution to ensure a smooth credit transfer process upon completion of the courses.
