Petition Letter: I am writing to formally request your approval to take three economics courses at other institution during the Summer 2025 term while simultaneously enrolling in two courses at Queen's.
I am currently a fourth-year economics student approaching graduation. However, I still need to complete three additional economics courses at any level to fulfill my degree requirements. Unfortunately, Solus are not offer suitable economics courses during the summer term (May–August) that I am eligible to take. Therefore, I hope to enroll in these courses externally to ensure that I meet my graduation timeline as planned.
This arrangement is crucial to my academic and career plans, and I would greatly appreciate your consideration and approval. Thank you for your time and support.

Academic Plan
Academic Plan: I plan to complete my studies in the Summer 2025 term, and I still need to take five more courses, including three economics at any level. Since my study permit expires in October, I must complete all required courses during the summer to be eligible to apply for graduation in December. Thank you.

Appeal Grounds
Appeals to the Board of Studies must include a letter based on one or more of the Grounds for Appeal (Appeal Regulation 3.4). What are the grounds you are basing your appeal on?
- The Associate Dean's decision did not follow the rules of procedural fairness. A breach of procedural fairness includes such things as the Associate Dean failed to:
- Make a reasonable decision in your appeal. A “reasonable” decision is one that is based on evidence, thought out and supported by facts and logical inferences from the facts. To be reasonable, the decision must contain adequate reasons for the conclusions.
Appeal Grounds Details: I believe the Associate Dean’s decision was not reasonable because it did not fully consider the academic purpose and urgency of my request, nor the formal support I received from the Economics Undergraduate Chair. The decision focused only on the lack of documented extenuating circumstances but overlooked the clear academic justification and graduation timeline challenges presented in my petition.

Appeal Letter: Dear Members of the Board of Studies,
I am writing to appeal the Associate Dean’s decision to deny my petition to take more than 6.0 units of courses on a Letter of Permission (LOP) during the Summer 2025 term. I understand the university’s policy emphasizes that such exceptions should only be granted in cases involving extenuating circumstances or exceptional academic opportunities. While I may not meet the definition of an extenuating personal hardship, I strongly believe my request presents a well-justified academic case, supported by both planning and departmental approval.
The primary purpose of my petition is to enroll in external courses that align directly with my career goals and academic growth. Specifically, COMM 221 and upper-year ECON courses offered at Athabasca University are not available through Queen’s in the summer. These courses are highly relevant to my professional interests in finance and policy, and they represent an opportunity to supplement my economics degree with practical, business-oriented knowledge before graduation.
Furthermore, I have received formal approval and support from Dr. Michael Barber, the Economics Undergraduate Chair, for these external courses. His academic endorsement confirms that the courses are appropriate and equivalent to Queen’s offerings. I believe this academic support was not adequately considered in the original decision.
In addition, my study permit is set to expire shortly after the summer term, which makes it crucial for me to stay on track for graduation. Taking these external courses is the most efficient and feasible way for me to meet both academic and immigration timelines. I am doing my best to make full use of the final semester, not only to fulfill graduation requirements, but also to gain skills that will benefit me in the job market.
In light of the academic intent, departmental support, time constraints, and practical considerations I have outlined, I respectfully ask the Board to reconsider the decision and approve my request to take more than 6.0 units of external courses on a Letter of Permission this summer. I am committed to academic integrity and to meeting all of Queen’s standards, and I hope to be granted the opportunity to complete these final requirements in a way that best aligns with my goals and circumstances.
