Petition Letter: Reason for late appeal

I wish to appeal for the missed 21 day appeal deadline. It is the first time in my life for this to happen and it was completely unexpected, I was already stressed and worried over my academics and was busying myself in taking online courses during the summer that I needed for my program. Being a first year student living aloof of my parents and siblings first time in my life while having issues for such a situation based on my personality traits (that I wish to elaborate further in my 2nd appeal for the waiver of one year withdrawal), I do apologize that I had no idea or knowledge of facing withdrawal penalty and the due process of appealing for explaining my extenuating circumstances.
During this summer, the challenge of the multiple fast-paced courses and the worries over my academic performance had my complete attention and time. Due to these reasons I missed to check the emails and could not focus on appealing. Now that my summer courses are over I have had time to thoroughly look over the letter and my options, thus I wish to follow up on the withdrawal letter and appeal for missing the 21 day deadline as well as appeal to explain my extenuating circumstances that affected my academic performance badly.
Because of many factors involving (that I wish to elaborate further in my 2nd appeal for the waiver of one year withdrawal) regarding my time at Queen¿¿s, I very strongly feel in my best interest to transfer to an academic institute closer to home where my parents live. I have already spoken to the advisers at the schools in Rochester, NY, where my father is employed and I hope to start schooling here this September (fall) provided I submit my academic transcripts along with the transfer application. For this very reason I would really appreciate it if I could get a positive response as soon as possible since this situation is quite urgent.
