Dear Dr. Stephenson,
I am appealing the Registrar's 312.75 late drop charge for 2019 summer session of Organic Chemistry 281. I believe this fee is a result of an administrative error and as such the 50 appeal fee should also be waived. Relevant background including circumstances outside of my control are outlined below.
On March 21, 2019 I paid 60 and submitted an international letter of permission to enroll in Chemistry 210 taught at Penn State University in Pennsylvania which is located near my home. I was informed to expect 3-4 weeks for the permission decision. While awaiting approval I enrolled in the Queen's organic chemistry online class in case the approval was not granted. In fact, by early May start of the session I hadn't received a decision so I decided to take the online chemistry course at Queen's because I didn't want to take any chances that international permission would not be granted. I decided to stay in Kingston to complete this online class so I would have access to professor, TAs and tutors since I know organic chemistry was going to be a difficult class for me. A couple weeks into the course at Queen's, my father encountered some health difficulties and I decided to approach the Queen's faculty in-person to determine if it was too late to transfer to Penn State. Eventually, I was extremely grateful when international permission was granted on May 16th. While at home, I have been able to help my family and I am also relieved to be receiving in-class instruction for a course that I know is difficult. I officially dropped the Queen's class on May 19th.
I am hopeful you will understand my situation and now waive the 312.75 fee. Finally, because I submitted an international permission letter more than a month prior to beginning of summer session and never received a decision I am hopeful the 50 appeal fee will also be waived.
