On Thursday February 16, the Board of Studies reviewed your appeal of Associate Dean (Academic) Jenn Stephenson??s decision to deny your request to take more than 6.0 units of courses on an International Letter of Permission in the 2022-2023 academic year. Board members present that day were Johanne Bénard (Chair), Christopher Ferrall (Faculty member), James Mingo (Faculty member), and Emma Farrell (Student representative). Pamela Briand (Arts and Science resource staff) was also present.

At this meeting, after carefully reviewing all the written submissions, including your Academic Advisement Report and the emails exchange with the Film department, the Board voted to uphold the Associate Dean??s decision to deny your request to take an equivalent course FILM 210 at the University of Shanghai in the winter term of 2023, finding it reasonable in light of the Faculty??s regulations and the course requirements that need to be completed before graduation.

The Board appreciates your career plan and the opportunity you are seeing in taking a course at Shanghai University this winter. However, we agree with the Associate Dean that the criteria to grant an appeal to the regulation 3.3.1.7 (To request to Complete Any Part of the Third or Fourth Year of an Honours Degree Program at another University) could not be applied in your case. Your interest in a course that could be taken at Queen??s and the fact that you have another year to complete your degree before joining the job market do not fall in the category of extenuating circumstances or of exceptional academic opportunity.

We recognize the importance of this decision to you and want to assure you that we explored all aspects of your appeal through discussion of your file.

In April 2021, the Queen??s University Senate released a new appeals policy, which you can read here: https://www.queensu.ca/secretariat/policies/senate/student-academic-appeals-policy. According to this new policy, the Board of Appeals is the last step in the appeal process for this matter since your ability to progress to the next level has not been affected by this decision.
